Volunteer Mandate Title: Organizational Development Advisor (Governance and Leadership)
Location: Abaya District, Oromia Region, Ethiopia
Duration: 3 to 6 months
Reporting to: Country Project Officer (CPO), CDF Canada – Ethiopia
Partner Organization: Environmental & Wildlife Natural Resource Association (EWNRA)
Background
The VOICE for Women and Girls Project, funded by Global Affairs Canada (GAC) and implemented by CDF Canada in collaboration with EWNRA, aims to strengthen women’s economic empowerment, enhance gender equality, and promote inclusive governance in cooperative and community structures. To achieve this, capacity development of local organizations, cooperatives, and stakeholders remains central.
An Organizational Development Advisor (ODA) volunteer is required to support cooperative unions, primary cooperatives, and local partner institutions in strengthening governance, leadership, strategic planning, policy development, and resource mobilization.
Purpose of the Assignment
The ODA-Leadership and governance will provide technical support to cooperatives and EWNRA in strengthening organizational capacity, leadership, and governance systems to ensure sustainability and enhanced impact of cooperative-led development initiatives.
Expected Deliverables

Catch-up & Acceleration Roadmap: Develop and execute a time-bound strategy to close outstanding Y7 project gaps, ensuring all intended cooperative development milestones are met before project closure.

Institutional Exit & Sustainability Strategy: Draft a formal exit roadmap that transitions cooperative operations to full independence, documenting governance, business systems, and long-term viability plans.

Mentorship Completion & Impact Report: Document the results of mentoring 770 cooperative members, highlighting shifts in entrepreneurship skills and the effectiveness of peer-learning systems established throughout the project.

Cooperative Development Toolkit: Finalize and hand over an updated toolkit containing revised governance policies, operational guidelines, and management tools to support ongoing cooperative performance.

Knowledge Management & Reporting: Document success stories, case studies, and lessons learned from the final phase of the project, providing a final assignment report to CDF Canada and partners
Qualifications

Degree in Organizational Development, Business Administration, Cooperative Management, Development Studies, or related field.

Minimum 5 years of experience in organizational development, governance, or cooperative strengthening.

Provide regular follow-ups with volunteers to assess training implementation, offer support and document lessons learnt

Develop practical tracking and follow-up tools to monitor application, adoption, and sustainability of previously delivered business and entrepreneurship trainings.

Strong experience in strategic planning, leadership training, and capacity building.

Knowledge of gender equality and women’s economic empowerment approaches.

Excellent facilitation, training, and mentorship skills.

Mentoring and support 700 cooperative Leaders and members to track the application of skills acquired through previously delivered business and entrepreneurship trainings, providing guidance to reinforce sustainable practices.

Support 70 cooperative leaders through practical coaching, mentoring, and follow-up support to reinforce the application and sustainability of previously delivered business and entrepreneurship trainings.

Previous international or volunteer experience in community development is an asset.

E-Volunteering
